What could go wrong renting apartments for homeless?

My guess is the county won’t be getting cleaning deposits back after a mentally ill addict has their way with the place for a year.

My guess is that the program will be popular with the homeless. So popular that if you house a hundred homeless, 150 additional homeless will miraculously migrate to Multnomah County.
