The challenge the Obama administration faces is that those laws are created by local and state governments beyond the regulation of the federal government, and the administration has responded by seeking $300 million in the 2017 budget to help local governments update their zoning rules.

"Locally-constructed barriers to new housing development include beneficial environmental protections, but also laws plainly designed to exclude multifamily or affordable housing," the report notes.

    Lake Oswego, West Linn and Tualatin are all pretty much built out. As long as the dems run the Oregon legislature, the urban growth boundary prohibits any more expansion. Sherwood and Wilsonville are further out suburbs and they are both built out. Two million dollar houses built on small lots surrounded by the pockets of the urban growth boundaries.
