I think it’s more likely that this program is used as a testing ground to see who can advance to the actual inner circle and learn the ultimate motivations and methods, and the advances are not exactly made public. You need some non radicalized graduates to use as plausible deniability. -

Given the aforementioned and the 2004 timestamp on the above, I'm willing to give her some grace because no other person in the national landscape (save Trump) will make the same declaration.
