Like most leftists they are a marriage of blind ideology and incompetence. We know how to reduce the amount of violent crime, it's not some unknown secret. Just like we know how to reduce the number of homeless. The left just lacks the will to do anything about it that will actually cut the numbers. So they do nothing other than throw money at it and propose "solutions" that will do nothing to solve the problems.
