Russia Admits Failure in the North Caucasus

Background: The Caucasus is an important buffer separating Russia from Turkey and Iran. Having reestablished its presence in the South Caucasus through the deployment of peacekeepers in Nagorno-Karabakh, Moscow is now shifting its attention to the North Caucasus, which is located within Russia’s borders and is one of Russia’s most socially and economically unstable regions.



What Happened: Russian Prime Minister Mikhail Mishustin publicly criticized public programs intended to develop the North Caucasus. Specifically, he said regional investment projects were inefficient and blasted the North Caucasus for being a laggard among Russian regions in terms of economic output per capita, unemployment, infant mortality, public infrastructure and investment. Reflecting the same trend, Defense Minister Sergei Shoigu last week was in Dagestan, where he inspected infrastructure hosting the Caspian Flotilla.

Bottom Line: It’s unusual for the Kremlin to openly admit the failure of its own programs. This just goes to show how seriously Moscow takes its influence and strategic depth in the Caucasus. It’s unclear what the Kremlin plans to do differently in this volatile region, but Mishustin’s statements can only mean that it will be working on revising its strategy.
