Would anyone do this in their personal finances? You owe the bank $100k, you cut your annual spending by $10k and instead of sending all $10k to pay your personal debt down you keep $2k of it to blow on a new tv and some shoes?

Sometimes people need to be rewarded for voting the right way. This isn't paying down your mortgage. Your paying down the grift that voters allowed to accumulate because they were told it was going for good things and didn't really matter. So, only about 50% of the voters voted the right way in 2024 (allegedly). Give them a reward along with the sheep on the left who might realize that cutting government fraud and waste has a direct benefit to them. Oregon rebates over collected tax revenue back to the taxpayers. Makes deportation a lot more palatable if you think your getting 20% of the cost savings.

But there is really only one right way and that is to get rid of the fraud and waste and payoffs and give the electorate a direct interest in the right way. That is hardly a dangerous game. The dems made two very stupid mistakes. First they opened the border and then got pounded on the crime and historically dem voters got to see that illegal aliens and their dem NGOs were now in the front row on grift. Second was the insistence that men make the best women. Again horrible visuals and a visceral reaction to the trans insanity. If Trump takes these off the table does he still get near 50% of the vote?
Rather than a cash dividend, it might also be interesting to consider putting those savings into a sovereign wealth fund like structure, whereby all US taxpayers are members of the fund.
Haven't thought that all the way through but a couple trillion available for investing in private enterprise technology or minerals or whatever could ultimately grow into a decent sum, perhaps as a segue to weaning off the social security system.
Obviously, you wouldn't want bureaucrats running that fund and putting their hands in the cookie jar.

Just to be accurate, $7.9 billion divided by $5000 per taxpayer is only 1,580,000 taxpayers.
$5000 per taxpayer is probably closer to 100,000,000 taxpayers which is a total of $500 billion.
