Tried it in the 1950s with buying out Indian reservations as a one-time solution. But leftards never stick to the deal and when Indian Casino's became a thing lots of new government funded reservations.

My only issue is this: Can the U.S. get indemified by the mother-fucking African tribes who captured and sold the slaves?
