good luck trying to legislate the ability to take 75% of the athletes income... that is an arbitrary and legally inconsistent assumption, as soon as you legislate that an athlete has the right to generate income for their own benefit, i'm guessing that you just lost your ability to limit their % of ownership... nice try though...
