It's a very small percentage of the population that engages in violent crime. It's why 3 strikes laws were so great at reducing crime. Locking criminals up and keeping them in jail protected the law-abiding folks. We're now releasing them from jail and refusing to prosecute all kinds of crimes that would have led them to be put away for years in the recent past.
