You’re take is too simplistic. States have different welfare requirements. Some states may have more people enrolled because its simply easier to qualify. Household income isn’t the end all in poverty. It also has a lot to do with the cost of living in your area. I’d argue that a household of 4 with $30k annual income could live ok in the south, while this same family in the west coast or northeast would be on the streets. -
