Our mental health system is overwhelmed because we Americans have simply become too soft and pass the buck on any person we deem different or not acting like the rest of the sheep out there bleating away. Trophies for all, safe spaces and trigger warnings have skull-fucked two generations into complete apathy, passivity and ineffectualness and it's only begun to play itself out in the streets.
We could handle the regular numbers of truly mentally incompetent people who can't take care of themselves if we weeded out the voluntary losers, blamers and whiners from the batch who just can't figure out how to act like grownups.

A job is a great organizing principle for anyone, even those with minor to mid-range mental problems.
