The reason that the rains coming to SF are such a big deal is because of how dry it's been there the past year. Drought dries out the soil, which will then be unable to absorb any runoff, likely causing catastrophic flooding. This is what global warming people talk about when they refer to the consequences of climate change.

So, when I witnessed the same phenomenon in the 60's THAT was the change or is THIS the change. I talked to a soils engineer 30 years ago in CA and he said this cycle of drought followed by heavy rain has been going on in CA forever. He said that's what created many of the cliffs.
