It wouldn't take much to clean the city up and but there is just no political will to do so and that's why it's only going to get worse. I've only been there once, and the amount of broken glass, at the top, was enough to have at least one in my group stay at the car. It sounds like people are parking at the bottom, leaving even more time away from the car for these types of occurrences.
