Because homelessness isn't caused by the behavior(s) of the homeless it's caused by the high cost of housing and income inequality and the government not spending enough money on it to "fix" it.
Los Angeles county is already spending over $500K per unit to provide the homeless with a "home" on the fucking extremely misguided belief that the cause of homelessness is the lack of a home. Homelessness is driven almost entirely by mental illness and drug and alcohol abuse. Giving these people a $500K per unit "home" isn't going to solve the problem.

Our leaders also price middle class out of homes with the taxes needed for this malarkey. And they kill developers upfront so some piece of shit tract home in the middle of nowhere is over 500K
In the 90s a developer was building a condo at Pike Place Market. He had to provide low income housing as part of the permit process. So the first floor was basically cinderblock wall cells for the low income nicely placed next to the open air drug markets of downtown Seattle
