Just raise taxes.
Because homelessness isn't caused by the behavior(s) of the homeless it's caused by the high cost of housing and income inequality and the government not spending enough money on it to "fix" it.

Los Angeles county is already spending over $500K per unit to provide the homeless with a "home" on the fucking extremely misguided belief that the cause of homelessness is the lack of a home. Homelessness is driven almost entirely by mental illness and drug and alcohol abuse. In the 90s a developer was building a condo at Pike Place Market. He had to provide low income housing as part of the permit process. So the first floor was basically cinderblock wall cells for the low income nicely placed next to the open air drug markets of downtown Seattle -
