Hacking expert David Kennedy testified to Congress he gained access to the records using a simple browser and could have easily downloaded hundreds of thousands but stopped.
He claims all personal data on the healthcare.gov website is 100% insecure.
He did this after administration officials claimed the security issues were fixed.
