You can pick out your most useless position players and have them miss the previous week. Some offensive linemen who wouldn’t play anyway. Then some backup guys aren’t able to play with ankle or rectal injuries the next week, or they get some false positives that can’t be ruled out as such for a few days. Oregon had some false positives earlier in camp, even canceled the main scrimmage. Maybe they were practicing, just not football. Now you don’t have enough scholarship guys to fill the minimum position requirements. By the conference championship, against 3-0 USC, everyone is back.
