Because of the pandemic the personnel just can't scale with customers at this point, but yeah you need someone who doesn't mind digging into any framework and will just switch project to project coming up with something quick to onboard the customer. If you really don't want to train them at all, promise a senior salary and retroactive paychecks for some milestone. -
