Doing nothing would have yielded a better result because atleast then he wouldn't have sent elderly infected sick people to go back and live with elderly non infected people.

A simple policy of quarantine and isolation for the highly at risk population (extreme elderly and immune compromised) and keeping the city running would have resulted in not only much fewer deaths but also rather limited, if any, financial consequences.
