If you try and pepper spray a cop they will shoot you. Try and use a Taser on a cop and they will shoot you. Same with guns, fake guns, toy guns, clubs, bats, knives, razors, cars ETC. ETC. ETC.
If you fight a cop and you are kicking his ass badly they will shoot you.
