I enjoy visiting New York. One of the things you see almost everywhere is a police presence. I am personally fascinated with the time period in New York described in the article because, from an observer, it feels so free. Free to kind of do what you want. That being said, for those out to cause harm, they had the same green light. That being said, my friends currently gentrifying parts of Brooklyn are currently looking for a return to the Northwest.
