My hunch is that Inslee saw his presidential aspirations at risk and called off the deal.
The Throbber actually knows quite a bit about how banks process transactions - ACH, wires, etc. Doesn't add up. There's not a chance in hell $300 Million was wired out because there are costs associated with sending/receiving wires. Also, banks set up daily and monthly wire limits - no fucking way the ESD has a daily limit to allow for that much money in a short period of time. And not a chance in hell they'd send out that many wires - wires are not even an option from the ESD website.
For ACH transactions, there's a window on the front side before transaction process - takes around 2 to 3 days, might be 4 day lead on international ACH's, can't remember exactly. And setting up international ACH transactions is REALLY complicated. Takes a specialist to implement on the bank side, which also includes setting up daily limits (like the wires). It would take a concerted effort to get THAT many ACH transactions tee'd up. Couldn't do it without someone on the inside too.
There needs to be an independent audit of this breakdown. Not some knucklehead from the state auditors department going in and whitewashing it, someone hired as an independent investigator/consultant who has deep knowledge of how the electronic transfer of funds work. Hell, hire somebody from Bank of America or Chase on a interim basis.

They didn’t get the money back is my suspicion. Hearing that a lot of fraud victims are being sent a bill and the state is claiming that as recovered funds.
Agreed need PWC or someone that isn’t currently on a state contract to come in provide clarity as to where the breakdown came from and what the total frauds and truly recovered funds ar. FDIC insurance claims or something of the old don’t count from my perspective, that’s just someone else absorbing the costs.
