I was basically raised under that system (graduated high school in 2013) and the amount of bullshit it enabled was unbelievable. Half the teachers you got would only teach to standardized tests because their bonuses were tied to it. Practical and engaging learning that involved critical thinking didn't exist unless you got lucky with who your teacher was.
The other consequence of it was that you were basically mandated to focus on the core subjects with not much room for the practical stuff as electives. In my high school, you basically had 1 free block to take an elective each semester. Not enough.
