One rat came up with the idea and other just piggy back as most don't have an original thought in their head. I'm thinking manslaughter charges reckless endangerment at a minimum.

There is a financial component to this. Most of the people in nursing homes are paying for the home with Medicare. Medicare pays a fraction of what hospitals are able to bill private insurers. They are being put back into the nursing homes because of the cost.
