Why we now need to spend more money to help small businesses

You might have heard that the original bill was designed to help businesses retain their employees but now we're hearing that there isn't enough money in that original $2 Trillion dollar bill.
Well where did the money go? To crap like this. The entire bill is larded with this garbage.

I'm having trouble reading between the lines here. What's the issue with earmarking $8B to tribal governments?

Some of you will be happy to know I didn't apply for the "loan" even when my CPA advised to go after the "free" money. I've lived long enough to learn that nothing is ever free and I'll NEVER trust the government. I didn't need the money but it would have been nice.
