This is going to come as a shock to you, but poor people tend to live in less desirable parts of town more so than rich people. These poor in urban areas are made up mostly of black and brown people, while in rural areas they are mostly white. The less desirable parts of town in urban areas are closer to industry and rail roads and freeways.

Near where I live in the SF Bay Area, there is a big ass Chevron refinery in Richmond, CA that's been there for over 100 years. It was there long before there were very many people living in that area. During WWII Richmond was a boom town on account of the shipyards and manufacturing that was taking place there. Hundreds of thousand of people, many of whom were black moved into the area looking to work in those ship and railroad yards.
Those jobs are now all long gone but many of the kids and grand kids of the people who moved to Richmond to do those jobs remain and continue to live in that area. According to AOC and her ilk Chevron is engaging in "environmental racism" by continuing to operate their oil refinery that has existed in the very same location for over 100 years.
