All this is administrative. Local state of emergency, etc. - required to get funds appropriated and accessed without jumping through typical govt. hoops. At the local level, it also sets aside collective bargaining agreements with unions and put first responders on all-hands-on-deck schedules instead of cushy union hours.

Lots of administrative shit that Inslee and the media leftists are using to fearmonger when really a big chunk of it is administrative and logistics.
