Homelessness is unsolvable. The people that you see on the streets aren’t the poor blokes that had to choose between food, medication or rent. They are the ones taking advantage of the immense resources that are available to them. Shelter, food, gas vouchers, etc.
The homeless on the street are the ones that have been around forever. Just different names and faces. Because of anti camping laws, they’ve been forced to our downtown areas and wide eyed idealists have just now become aware of the scope of the problem.

The mentally ill weren't off camping in eastern Washington and getting rousted by the Forest Service and then headed for Seattle. Laws that most of us have to abide by aren't enforced against these people. Heroin use and stealing for drugs used to be punished. If it isn't - then guess what? You get a whole lot more of it.

There have ALWAYS been homeless. We called them bums or hobos. BUT the difference then was they were transients and they kind of stayed off the radar. They most certainly didn't make a habit of sleeping in entrances to businesses or shitting on sidewalks. Once in a while, there was the harmless crazy guy that everyone in town knew but as long as he wasn't doing bodily harm to himself or someone else, he was left to wander -
I recall this guy back in the 90's who would walk from one end of a semi-rural road to the other...then turn around and go back....probably 25 miles each way. It's just what he did based on whatever mental ailment he had. Never talked to anybody, cops let him be, he didn't shit on the sidewalks. He just walked back and forth every single day. He'd probably been in an institution at some point but that was likely a waste of resources - so let Forrest walk back and forth, no harm, no foul. Damn sure though, if he started shitting on the sidewalks or leaving needles on the playground or kick dogs, his ass would be detained and placed where he couldn't do that any longer.
All I really care about as a start is enforce the fucking laws as written and get these fuckers off the street. Pour some cash into correction facilities where the offenders can be evaluated. If they're mentally ill, get them into a program where they can be treated humanely. If they're hooked on drugs, get them to rehab - and keep sending them to rehab until they either buy in or OD. But get them the fuck off the streets. This is ridiculous.
And with those two populations handled, you're probably down to a more manageable portion of the homeless who are truly there because of misfortune, domestic violence or whatever. There are programs who do a really good job getting those kind of people back on their feet.
Which then only leaves the true hobos. And riding the rails is cool. So make Hobos Great Again and all is well.
Hobos had a code. Generally didn't steal and were self-sufficient. Would work temp jobs. Could cook hobo stew over a campfire. If they stayed too long in one place and were a nuisance, the police would make them move on. Throbber is correct, just enforce the laws and institutionalize the ones that are mental.

You're never going to get rid of all the homeless just like you're never going to get rid of all crime in a free society but there are definitely policies that you can employ that will reduce the number of people who engage in those activities. Right now in liberal west coast cities and states we're doing the opposite.
They've made it easy for people to live the junkie lifestyle without fear of being arrested or hassled. You can steal and rob in order to feed your habit without fear of being arrested. There are places that will give you tents and clothes and food without asking anything of you. Hell you're not even expect to pick up your own trash. Open air public drug use and sales are okay. The local government and politicians won't even hold you accountable for your own behavior and actions. It's society's fault, or the tech boom or greedy landlords fault, it's not your fault. You're a victim. And shockingly, we now have an explosion in the number of homeless in liberal states and cities.
