I donated money to and voted for the candidate for city council in my district who's solution was a rapidly build emergency shelter facilities. Those that refuse to accept shelter beds need to LEAVE. Simple as that. Allowing people to live in squalor on our streets is the definition of insanity.

The actual policy, which is still the policy is the "war on drugs". Which has the US with the highest incarceration rates in the world. -

The Homeless problem exploded after the passage of prop 47 in 2014 and the subsequent refusal of cities like SF and LA to enforce their public drug use and quality of life laws.
