If passed, I expect that this proposal would pretty much decimate the construction industry in Portland. Who would want to buy property and build in Portland with the full implications of this proposal? This would eventually put a lot of construction workers out of work. It would also possibly add to the numbers of homeless, unless those construction workers migrated someplace that had available construction jobs.
The government admits their failure and is passing the buck to the people. Wouldn’t it be a hell of a lot cheaper giving each homeless person $50 and a greyhound ticket to California?

They already do this just no one talks about it. Plus the California cities do it between them as well like a game of musical chairs.
