Oregon wasn't anywhere close to the undisciplined dumpster fire FSU is/was. Tugger inherited a mess from Jimbo, dunked it in gasoline, and lit the match. He had no clue to how to manage a team as far off the rails as FSU.
When Tugger replaced Helf, Oregon players were largely soft, lacked talent, and didn't GAF anymore. It wasn't a three-ring circus of constant penalties, smack-talking, chest-thumping, on-the-field fighting with opponents and themselves, etc. That's FSU. Hell, even Herbstreit said the same of them, and he's an ESPN talking head who never says anything remotely controversial.
Plus, the coaches Tugger left behind (i.e., the ones who didn't want to leave with him) were the ones largely responsible for starting the turn-around following Slingblade, keeping Oregon from coming further unhinged. Leavitt was a solid DC, and Cristobal was behind the recruiting. Clearly Oregon is better without him, but wouldn't be where it is without him, either.

This seems like the only kind of situation where Leech could go to a big time school, one in some distress.
Distress, yes, but the players he'd be coaching at FSU would push him over the edge. He has no tolerance for chest-thumping, chirping thugs, which largely make up the current FSU roster thanks mostly to Jimbo. Tugger was never the right guy to turn that mess around.
