And states with warmer climates were generally more likely to see larger concentrations of people living on the streets. However, some warmer states such as Texas and Florida have smaller homeless populations than might be expected.

California has had nice weather ever since I moved here in the 80s. Why did the homeless population here explode in the last few years? -

Last year there were over 31,000 car break-ins in San Francisco. They arrested less than 600 people for auto break-ins in the same year. I'm certain the number of people actually convicted was substantially less than that.
