    Free = build it on their proprietary system, and make it nearly impossible and prohibitively $$$ to upgrade to another system in the future. IBM then benevolently charges for future necessary "security" upgrades.

    Prohibitively expensive? As if a billion isn't prohibitive?

    But it would also work.....and still cost less than a billion...BILLION! jesus. That is the more than any company has ever paid for any system of any kind.

    Lets spend $1 billion taxpayer money to build a shitty website for a shitty program that they shoved down our throats, that no one wanted in the first place, and send 2 billion taxpayer dollars per year to those stupid Egyptian towelheads that burn our flags and shout death to America, and save money where we can, say by cutting the food stamp program for the poor and disabled. This country is becoming a festering pile of shit.
