I'll take a shot: why was it important for the illustrator of that picture to point out the race of the family vacating the public housing into which the billionaire is moving? What does that have to do with the manufactured oddity of a rich guy moving into 'public housing'? Sometimes, especially in the area of propaganda, we attempt to undermine people, groups and things by associating them with something else that is universally viewed in a negative light. I think a lot of people would say that's what's going on in that picture. Black people = public housing. Even if it's true that a significant % of families living in public housing are black, if the inclusion of that information is not relevant to any obvious purpose of the picture, then you'd at least approach the illustrator's motives with skepticism. Racist? I guess it's all in how one defines racism.
