Depends on who was talking. But there were certainly voices calling for direct compensation to individuals. Something McConnell never mentioned but a "concept" that Hondo said the Rats never brought up.

The original concept of reparations was direct compensation. 40 acres and a mule. Had we? done that back then right after the war we might be a century or so ahead in race relations rather than behind. Freed slaves became sharecroppers with Jim Crow laws Better than slavery like Sark was better than Ty

They could have been free farmers with their own land.

And we had the migration north for the early industrial jobs which were special and segregation of northern cities

What if Abe had lived? Have we made him so god like that we ignore how he probably would have been too pragmatic for our tastes today. His first love was saving the union. Like the Founding Fathers the now freed slaves would suffer first
