Not criticizing the policy, but it does seem like the policy is to actively dissuade kids from committing on visits unless the PSA makes a pretty compelling case otherwise.
Give it a few days. My currently-drunk brain is telling me that it can remember far more instances where a kid goes home after a visit and then commits in the following days than instances of a commit during a visit. -
