Eventually Mueller will be asked if, according to his own prosecutorial standard, would he indict a private citizen with the same evidence. All he has to say is "no." In the current climate, If he says "yes," it's a yes. If he punts on it, it's a yes.
I think it's pretty clear based on today and everything leading up to today that Mueller will punt that question. He stated unequivocally today that the report speaks for itself and he wouldn't go beyond anything contained in the report. It seems that having him testify now would be pointless as he's going to essentially punt on everything.
Mueller could have laid out the charges he was unable to indict on thus paving the way for Impeachment
