The problem you have is that the administration cares more about education than their sports programs. They will not want to create an uproar with the education elites by over paying for a great coach. UW will probably offer 10-20% more than what Mora is being paid right now, and Mora wil give them the finger. If Oregon wouldn't give Chip the $5 million he wanted, no way Woody offers Mora close to that number.
