The campaign pays for the polling just like NYTimes pays for their polling. Campaigns often share their polling information with the public just as news organizations sometimes refuse to publish their polling results.2001400ex said:

The type of polling and methods used for both is identical but often a campaign will poll for more detailed and specific information but not always. What either of them choose to do with the polling data they paid for is entirely up to them. They can “intend” to share it with whomever the fuck they like just like you share your lies and stupidity with us Honda, intended or not.
There are no national security secrets in campaign polling data but there sure was in Hillary’s emails and you didn’t give a fuck about who that information was shared with. -
