The real embarrassment here is the SEAL team being 25th. Those guys are supposed to be ELITE and the only explanation I can think of is that all the best guys are constantly deployed. But still...

Here is the actual answer. They have good snipers. Like real world ops good snipers. But, SEALs are constantly training for all environment ops, in all weather conditions, and 90% of their training is underwater, in boats, jumping out of planes, and small team tactics. Their snipers are not range warriors that go shoot long range all day. The "sniper" job in a SEAL unit doesn't mean that is all you do all day long. So yeah, those guys can shoot, but I promise you those National Guard guys on the list sit at a range three days a week for 8 hours a day shooting 1000 yards. No way for high op tempo operational units who spend 1/4 of their life in scuba gear to compete with that. All that said, I wouldn't want to be in the crosshairs of a SEAL sniper in actual real world conditions.
