I'd argue Minnesota is much more serious about football than UW.

Tim Brewster took the team to a bowl in Year 3. They fired him midseason Year 4. He was not allowed to coach the remainder of the season.

So "powerhouses" like Baylor and Stanford are more serious about football than UW. Add to that Duke and Minnesota.
