It's true for Northern Europe in general. Abundance of food and good access to medicine makes people in the western world less likely to have stunted development, leading to larger, stronger, healthier people on average. Cultural differences like healthier diet and more active lifestyle can push that a little, which can account for regional differences in a large country like the USA, or a diverse region like Europe, while better healthcare (and especially more access to it on average) can push it even further in places like Northern Europe with well-functioning single-payer systems. There's also a huge emphasis on recreational sports here, which probably helps as well. There are probably other factors as well, environmental like pollution, rates of alcohol use and drug use, etc. The point is there's a lot that can affect development, and stunt growth. Except that the dutch tend to be tall even when they move to other countries as a minority group, like say in South Africa or the United States. Which confounds most of the regional explanations. There's a reason there are academic studies in the first place trying to figure out "why are dutch people abnormally large/tall?" specifically rather than "why are northern Europeans so large?"
One is abnormal, the other is easily explained by environment, diet, etc.
Tldr it very well might be genetic or maybe not. Either way, chinteresting.
