Interesting article and I hope it's right.
TL,DR. Sessions is douche. Trump might be more proactive rather than his "States rights" position. Several Republicans in Congress and the Koch brothers have come out in support. Other Republicans might as their districts are increasingly hurt by the opioid issue. And crying John Boner joined a board of a Cannabis business.
Granted Democrats are no better as they are pussies bought off by the drug companies.
