Probably because he (rightfully) felt that if he came back and had another year of development, and put a lot more of his potential on tape, that he'd guarantee himself 1st round pick level money. Had he left after last year there was a chance he could've gone in the 2nd round like King/Baker/Jones, which is worse financially. I think that decision is going exactly to plan right now.
Greg on the other hand has no where near the athletic ceiling of Vita. Vita is going to absolutely destroy the combine (similar to the way Dontari Poe did) while Greg will probably underwhelm in everything but bench press. Greg is an absolute monster now but his potential isn't as sky high as Vita.
I know for a fact (through a friend who works for the team) that Greg was 100% going to declare for the draft if he got a 3rd round grade... he didn't. Who knows what he does after this year (especially after Qualls fell so far in last year's draft), but I wager he's more than likely gone

greg's tape is more consistent qualls. depending on the depth of the DT/DL class he might go in the 3rd -5th can't see him dropping further than 5th round
