I think Dipoto has actually done a lot more good than bad but the franchise was in such a shit state coming in there is a ton more work to do. Especially with the core of Felix/Cano/Cruz window slowly closing.

Dipoto has made good trades, but he completely fucked up the Angels farm system before coming to Seattle. The Mariners system now is also garbage.

Some of that's not his fault (Felix and Iwakuma should have been better this year, Smiley should have pitched), but yeah the rotation is absolute shit.
He's traded away almost anybody worth anything on the farm, but he's managed to put together a pretty good offense on a team that hasn't had one in 15 years and somehow cobbled together an OF from scratch which is pretty amazing.
I don't love what he's done but it's more good than bad so far.
