City of Portland parking enforcement writes a ticket on a Washington state licensed vehicle that is legally parked. Only issue is that the car's tabs are expired.
Is this a valid ticket? Can City of Portland legally enforce Washington state law?

So the Oregon law would apply regardless of where the car should be registered

The sad truth is if the ticket is ignored, Oregon may eventually contact Washington DMV to suspend OP's license
OP will be stopped for tail light out and learn his license is not valid, officer may have option of towing vehicle and taking OP to jail
