People are stupid, so you tell them stupid things to think they are right. Zero abortions would be fucking horrible and no smart human would sign off on it, but if you tell stupid people you will end abortions they will vote for you, then you never touch it once you are in.
It's like building a wall to keep people out when 60% of the people you are trying to keep out show up on airplanes. The cost effectiveness is borderline retarded, but baby boomers will sleep better at night knowing they wasted a fortune not keeping you any safer.
