Let me see if I understand the author's main point(s):

#1 - Intelligence leaks threaten America's democratic institutions
#2 - Investigations into illegal activities by public officials should be carried out by congress
#3 - If congress does not carry out investigations then the public should hold congress accountable.

How does the public hold congress accountable if there are no leaks to indicate that congress isn't doing its job? This is a circular, contradictory, bullshit argument.
