That is a pretty cool stat. Certainly the weakness of the schedule matters a great deal, but the efficiency of the offense is also a very big part of it. And the slow pace that the offense plays at is also a part of it.
They are converting on 48% of third downs (good for 20th in the country on that stat), so they also have the fewest failures to convert on 3rd down in the country (tied with Navy).
It also doesn't hurt that over a quarter (26.5%) of UW's offensive plays gain ten yards or more, #5 in the country.
