Free condoms and tampons are available at nearly every college that isn't funded by religious wackos, so I'm not sure why this would be controversial.

25% of it seems reasonable. The rest of it is ridiculous, especially considering a lot of minority college kids come from middle class backgrounds, not the sewer, a shack, or a ghetto.
