2. UCLA Assuming for the moment that Nebraska is better than Illinois, despite the fact that Nebraska only beat Wyoming by 3.
3. WASHINGTON Why? Because Boise and Illinois >> Fresno and Army.

Arizona, WSU, USC, and OSU all have more road wins than Arizona State does.
Colorado is undefeated while Cal has two losses.

Arizona has played no one.
WSU still sucks and USC lost to WSU
Oregon State lost to Eastern

Utah is too low, they beat USU who looks to be a pretty decent team
